A big lamination peel, not quite a 'clam shell' lamination. It looks like you could peel that sucker open like a can of sardines (metaphorically speaking, please don't pull on that attached fragment!)

It is a post-mint error, you can see elements of the strike below the peeled area. But it is a legitimate error, because that coin was struck on a defective planchet.
