Well this doesn't surprise me but if you read my post of a few weeks ago where I picked up the cwr dimes that contained a dime on each end and the rest of the roll stuffed with pennies. The teller at the branch of Bank of the West where this occurred told me today that they will no longer accept coins from customers for cash exchange, instead all coins must be unwrapped and deposited into bank provided deposit bags and sent out for verification and account deposit. Thus thanks to these scammers another dump bank has been lost

Im not sure why you consider the bank lost. I see it as an easier way to dump your old coin. no need to reroll anymore. the only thing that is negative is now you have to wait for them to count it and deposit it.

I don't think this is the bank's fault.
It seems to be that some other low life dumper has rolled the coins like this.
You AND the bank have paid the price.

I agree. Much easier, in my opinion.
