In 1951 proofs were made only at the Philadelphia mint. This coin is from San Francisco.

No proof, but nice! Cant make out much of the mm, but the '51s has rpms.

What muddler said. I have found older proofs from the fiftys and sixtys, you will know when you find one. Even if its worn. the steps are usually pretty full and there is sometimes a mirror finish to it.
