It's really not an error and is rather common. In 1982 US cents changed form the standard copper alloy to a copper plated zinc planchet. For the first several years the quality of the plating was sometimes below what it should be resulting in bubbles under the plating.
It was thought a poor rinsing of the zincl planchets that left that problem. A higher percentage of these in the 80's zincolns, but occasionally other years may show this in a lesser degree than the 80's.
