The more I look at the OP's photos, the more I believe the coin is MS. The best way I've found to grade poor clad photos is to look at the reeded edge and to look for small circulation hairlines on the obverse. The provided photos are a little deceptive but if you look at the 12 o'clock position in the fourth photo you'll see clean, pronounced, triangular reeds. It's void of circulation wear from what I can see (although we need better pics to be sure). I spent a long time looking at 83's and they're hard to grade due to poor third-worldish quality in general. This date is plagued with weak strikes too.

Looks like a high grade die crack, a keeper for sure
