Israel. I think they were issued back in 2008 for the 60th anniversary (at least the top one was one of those coins).

Um, no, it's not actually from Israel, and it's not actually a genuine coin. It's a class of object known as "false shekels", because their design is based on a mediaeval interpretation of an ancient Jewish coin. False shekels have been around for centuries but this one is modern.

This old thread has one very similar to yours, as well as links to information sites about them.
