I personally dunno to be honest, however
I suspect that it is not a coin but coin - like, and used for adornment.
Brides used to wear these in strings, around their foreheads.

The holes help to suggest this, although holed silver and gold coins were used for adornment as well.

Yep, it's a jewellery imitation. It would originally have been gilt-plated, though the coin which it is more or less modelled off is actually a silver coin from Ottoman-controlled Algeria; do a forum search for "Imitation Ottoman Algeria" and you'll find a whole bunch of posts with similar "coins", such as this one.
