I hope it isn't an error. I've come across a couple CRH and assumed it was PMD acid or something and threw it away!

It could be a plating issue, if these are plated coins like US cents are currently.

its probably just heavy bubble plating error but the value just isn't there to real collectors

I would have to agree with a plating error. The mint started making pennies of copper-plating over zinc in 1997 and had trouble with the process for a couple of years. I've got a few from the 1997 to 1999 era with various bubbling plating issues, and while none are quite as dramatic or completely covered as the one you pictured the effect is pretty much the same. As a side note you'll also see the same error on the nickel-plated coins from the period of 2005 to 2008, in varying degrees. I think you'll find that if it was an acid treatment the finish wouldn't be quite so "bubbled" looking, but rather have a smoother, more pitted appearance.

The dealer doesn't seem to be shy about his asking price, though -- IMO it's on the high side, but each to his own. Hope this helps you out!

I think it is PMD - saw similar damage on "beach coins," coins found in places with high salinity.
