Is this coin worth 3 bucks as the obverse looks like someone tried to clean it up. The reverse has a few spots as well.It is a key date I think.

Absolutely, easily worth $3. Looks like natural wood grain toning to me (at least with my iPhone)...

I was just going to start a thread today on wood grain toned coppers to see if anyone collects them. I see more folks from the US than Canada collecting them. I think they are nice and like them lots. From what I've understood, this design is caused by the incomplete mixing of the metals in the planchett. When I start the thread, throw your picture in.

Show the reverse please . The obverse is streaky natural woodgrain finish. If an H easily worth triple or 4X what you paid. Need to see the reverse though as this colouration looks more like a 1907. The planchets for the Heaton Mint coins are usually quite dark. Look forward to your reverse pix!

You are correct 54 dollarcoin as I just checked the coin and it is not a H as it is in the wrong spot. I paid 9 dollars with delivery for that coin and this one as well.

The green stuff is likely either PVC contamination or corrosion. The streaky planchet is natural, happens at times when the metal alloy isn't perfectly mixed.
