is this normal for a proof set to have these weird smudges on them?

you can clearly see a lot of it on the half dollar

I have heard of "milk spots" on proof coins, but yours seems to have "spilled milk".

the penny, quarter and dime are unaffected by this, its pretty bad on the half and the nickel, you cant really see the nickel too well but its just as bad as the half

Unfortunately it can happen. The big downfall of proofs is they are almost impossible to keep spotless

oh well, at least its not a silver proof set, I'm sure the set is only worth a dollar or two over face value

at least my 1982 george washington silver half is unaffected by this

by the way, what causes this on a proof set thats been sitting in the case since '87?
