I've seen plenty of encased small cents. This is a first for me.

Interesting but I'd keep away from things like that. No telling how it was mounted and if Soldered in, might well be the end of a good coin.

It is an aluminum pressure ring, just like all other Encased Coins, so no solder is involved. However, the process of adding the ring will sometimes also add a crimp line to the edge of the coin. This is a modern era advertising EC for the Penny Press Mint, they do custom ECs and restriking work.
