I don't know what happened to it, but I posted a question last night at the end of page one and it disappeared, so I will ask again (slightly mofifying now that we know the speaker is dead):

We have learned from bitter, previous experience that Moe is a devious one at times, so let me ask:

Was the speaker a President of the United States of America?

My iPad shows half of the number groups in blue and underlined, like a link, but my laptop shows all numbers in the same color and format. Is my iPad leading me down a rabbit hole?

My laptop shows no blue groups. Since the code is iconic, do the blue groups form a holy image?

(Just FYI: My coded LINCOLN numbers are 123 58 17 6 25 84 11, so your decoding solution is just a tad off...)

It was quick to see that it wasn't a 1 to 1 relationship between the numbers (of whatever length) and letters. You had ruled out shifts and manipulations, and it ultimately lead to the conclusion that each letter could have multiple numbers associated with it. This makes it difficult to solve without more hints. I assumed that the quoter was the last two words in the quote, and originally, I was looking closely at the "8686", figuring it was a repeat letter. I found a few presidents (e.g. Woodrow Wilson), but was able to rule them all out for one reason or another. I figured it was split up into 8, 68, 6_, or something else. I started looking at the lengths of the words, and even though I was pretty sure not everything was 2 letters (lots of 120, 123, etc), I assumed an average of 2 letters, and figured the president's name was close to 7 letters first name, and 6 letters last name. I made a list of all presidents who had between 6 and 8 letters in each name (paying extra attention to those with 7 in either). Abraham Lincoln stuck out like a sore thumb, so I looked at the Gettysburg address, and after comparing some letters, it worked.
