Spectacular sleuthing work!! Very ingenious!!

BUT!...the encoding mechanism was not just random numbers. There is a method to the encoding madness.

Can you explain it in more depth?

Very well done, jg86! When I left off last night I had only determined that it was likely that each letter was 2 to 3 digits. I was trying to make sense of the blue underlined segments and realized this afternoon it only shows up on an iPad! Oops! You have quite an Ike accumulation going there!

I too had been looking at the '8686' thinking it was a repeat letter but had spent far too long concentrating on the likes of Woodrow Wilson, Warren Harding and all the Williams.

I'd been trying to use the Declaration of Independence as a cipher so guess i'd have still been for quite some time to come.

When I google searched "Indian Killer" and "President" it came back Andrew Jackson.. I'm a mess...lol

Looks like the coding mechanism used the quote itself. 1=f, 2=o, 3=u, 4=r, 5=s, 6=c, 7=o, 8=r, 9=e.

That's clever. I didn't see it right away (I was planning on writing it all out if you asked for it, at which point I would've seen it).

I work at a High End Appliance Distributer. I run the service department. I know how to fix things, just not decode things... hahaha
