I don't think this is struck through anything. I think the edge of the letters and rim are too sharp. I think the lines were on the planchet before the strike. The fields are the deepest part of the strike and the lines appear to be stronger and deeper on top of the letters than they are on the field. If this were struck through something I would expect the line detail to be more consistant over all of the surfaces. If it were PMD then I would expect to see little ridges on the sides of the letters from the grooves being pushed in and I don't see any evidence of that in these pics.

I think it is a strike through cloth.

A coin struck through cloth would have significant strike impairment just like a coin struck through a die cap and just like the coins posted in papatony's links, this coin was not struck through cloth. I am not sure what it is but I do find it odd that the pattern tends to be stronger on top of the devices and in open fields but weak in the protected areas(Memorial bays and ONE CENT), that lends itself to something that happened post-strike.
