Could you compare the diameter to another cent, is it smaller?

Commercial Dryer Coin would be my best guess and it was in there for a long time. Notice I said guess. But I do know it did not come from the mint this way

it is smaller than a normal penny... Would copper shrink in a dryer?

No, copper doesn't shrink.

It would get smaller as it got beat up. The rim looks like it has been pushed up onto the coin so that alone would make the coin a bit smaller.

I've never seen one like yours. It almost looks like you could peel it and the rim would come off.
