I don't know but the coin is old and worn so my best guess would be PMD.

I looks like it got hit with a hammer but it is odd that the impact only distorted that one spot.

I hope you get some more (and better) opinions.

I am guessing PMD. Mine that look clipped look almost like they were sucked out (like a warp tunnel) effect on the very edge... not the finished end of the coin look. JMO

A Straight Clip would not leave a raised edge under the letters "ED STATE" in United States, and I believe blunt force to the edge is the final result, and therefore I would say it's PMD...
