Barber Stars Or Flowers?

An anxiously awaited 1899 barber half arrived today. What I thought were a few small black spots on the coin are actually pits. While taking a close look under a glass I spotted something I had never seen on a coin before. There is pitting on the stars that fall in line with what would be the high points of the stars. Now they look more like little flowers. Not all 13 of them, just a few behind Liberty's neck.
Any explanations?

If it had not been such a low price I might be tempted to send it back.

might be a variety
idk the series but an expert will come along

I don't believe that to be abnormal. I'm not a collector of the Barber series, however.

But there are no ridges in the stars, or rather there aren't supposed to be.

I think a lot time ago, someone with some idle time on his hands did some re-engraving on the coin.
