Yes, Taiwan 5 chiao, dated 59th year of the Republic, or 1970.
The coin is brass, looks like it got into some weird chemical reaction.

While one should never say any coin is "too cheap to be counterfeited", the 5 chiao (50 cents) was pretty much worthless by 1970. And brass is generally cheaper than plated bronze or copper, so it wouldn't be economical to make a fake that way. I'd say the "bronze" colour around the edge of the corrosion spot is just the early-stages of the corrosion.
