A couple of posts up from yours I mentioned that PCGS is referring to an error with the bookend notes, in other words in this case bookend means the note before and the note after. The first one(I think it's referred to as a quad center bookend) I find is clearly fancy and I can see how it could bring a premium. The second one however, not fancy at all.
