A couple of posts up from yours I mentioned that PCGS is referring to an error with the bookend notes, in other words in this case bookend means the note before and the note after. That isn't the same thing as a bookend serial number.

I don't have much faith in pcgs grading but,
how do we know that your not mistaken ?

I agree with you, I would want to consider 16000016 as a bookend serial, but not 16918516.

The first one(I think it's referred to as a quad center bookend) I find is clearly fancy and I can see how it could bring a premium. The second one however, not fancy at all.
