I cannot find any examples with the Eagle or the OE above the wreath on the Reverse, and very few left facing bust. help!!

I believe it's Antoninus Pius.

I agree. The portrait style is of Antoninus Pius.

I believe that the E is a workshop or officina mark and thus this workshop 5.

I have found a few different ones (all around 18-22mm) with eagles and officina marks but none that are an exact match.
