I found this in change this past weekend. (It is also on the coin forum but I wanted to put it here too so more people who know about bills would see it. I had to look at it a few times before I noticed of off cut it is. Does this add any value? The design isn't cut off at all, but is is REALLY close.
Its a series 1977 if you cant see it in the picture.

If the design is off the edge of the note it is an error. When it is merely off center it just lowers the grade.

Plus it has the big red stamp on the obverse. Definitely worth spending.

Usually when one side is off the edge the other side is centered just like the note above. One that is like you are referring to is a cutting situation not a printing error. If its because of the cutting process (or post damage) the Obverse and Reverse of the note both are close or running off the edge of the paper not one side or the other
