The second strike kind of erases the first strike, so that is why it is so weak and that makes sense now.

That is one impressive coin you have there!

As many others have concluded, this is an in-collar double strike with significant rotation of the coin between strikes.
Error coin writer and researcher.

I'm sorry to bring this old and ancient topic back up, but this's a very nice and incredible find! Congratulations on finding this. Was that Die Crack on the 9th memorial pillar caused by the second strike on impact?

No. The die crack is actually on both strikes. The initial strike it shows near the top of bay two. Both strikes were with the same die pair. Still Lookin
