I'm afraid I can only answer your first question: yes, it is an Italian 20 centesimi token. Only Italy/San Marino/Vatican City issued "centesimi". It appears to have a "generic" obverse.

Googling the exact phrase "vale 20 centesimi" only came up with some similar tokens from the 1930s with non-generic obverses. "Vale" is of course Italian for "value" or "worth".
