I was reading the Valuation sub-section of the How To Use This Catalog section of the 17th edition of the SCWPM and at one point it mentions:

"Some non-current notes which are still exchangeable carry FV designations."

Anyone know what would be examples of these ?

German deutschmarks? When Germany switched to the euro, the Bundesbank set an unlimited exchange period, and they must still be so common that heavily circulated notes are only worth face value.

Cool, I did not know you could still exchange DEM for modern money. I think you are correct, if the Deutsche Bundesbank has set an unlimited exchange period, the heavily circulated notes are only worth FV.

That being said, I have a few UNC/aUNC DEM notes I bought off of ebay and definitely, they are worth more than FV.
