Work Around Not Being A NGC Member To Re-Holder Coins?

Is there a work around to having this accomplished without not being a member (and paying the membership fee)? I thought that I heard/read somewhere if you are a member of the ANA you have submittal authorization to NGC. ReHolder $7.50 5 working days A coin in an NGC holder can be submitted for placement in a Scratch-Resistant EdgeView® holder.
