Not that I could provide an actual explanation ;) but this may guide in the right direction: "From 1849 to ‘57, British Shillings, dating from 1816 to ‘46, circulated in Costa Rica after receiving counterstamps from the Costa Rican Mint. Such a counterstamp indicates that these British Shillings each had sufficient silver to pass as Costa Rican Two Reales or quarter-peso coins."
