Not quite. Elizabeth I, but the two pellets to the right of the portrait (the obverse photo is rotated about 40 degrees counterclockwise) indicate a halfgroat, not a penny. The "mintmark" (which would indicate the approximate date) is visible directly above the portrait; these were a variety of small pictographs: bell, crescent, scallop, hand, etc., but I'm having trouble making this one out, though its a good pic. And I love that Tudor obverse motto: "A rose without a thorn!"
The reverse pic here is rotated almost 90 degrees counterclockwise. Tudor arms, and the legend reads CIVI TAS LON DON; these were hammered at the Tower Mint. The same mintmark as the obverse should be just before the C on the reverse, but less clear here.
