While I am not the best at this it really looks like it is flat and not rounded to me, thus Machine Doubling.

I would still wait for more experienced eyes to take a gander.

this is a picture of the "One Cent" cropped out. I am not sure what it is but maybe this will help others that respond. The "E" in ONE is what has me second guessing myself

It's hard to say with the condition of the coin and the image quality but I see some potential here. There does appear to be definite notching of the serifs on the N's and the top left corners of the T and the E's. The apparent separation of the point of the left pendant of the T is also interesting.
