1937 Wheat Error Penny Help

I went to a coin show recently, and got 500 wheat pennies. In the bag, I came across this 1937 2 tone Wheat penny. It is not magnetic and appears to be both copper and steel, but most steel is magnetic? I've tried finding information on this with no luck. Any help would be appreciated. Thank You.

Also, the reverse side of the penny has no copper color what so ever.

I think its PMD, it looks like someone played around with this coin. But for kicks, weigh it and post your results with better close ups of that pitting on the reverse and the rim of the coin. The placement of those staples are interesting...

I agree with damage. Your coin has been partialy plated either on purpose or accidentally.
