Where is the best online dealer to buy fractional currency from, will be buying them raw, not TPG

Dealers are going to charge you retail, whereas local auction houses or estate sales, garage sales, etc. will be your best choice if you plan on making a profit.

As someone who has delved into Colonial, Obsolete (Broken Bank Notes), National Currency, etc. prior to focusing on errors only, I would strongly recommend you study the types of Currency and it's rarity to try and self educate yourself prior to making any purchase (unless you know exactly what you want). There are many high grade notes that have been "Repaired", and unless you know what to look for when purchasing a high grade raw note, be prepared to receive some unwanted news should you submit some for Certification.

The one thing you have going for you is that if it's just the BEP Fractionals your interested in, it is a short series, and the Fifteen Cent Notes were always a favorite of mine..

When I collected them way back when, there was no internet or any type of home computers and purchasing books was a must...

I always wanted to purchase a Fractional Shield that Banks used for comparing genuine notes from counterfeits, but the price at the time ($5,000) was way over my budget... I'm not sure what they sell for now, but if I had the extra funds, and wanted to go back to Fractionals, that would be #1 on my list...

Robert Kravitz book "A Collectors Guide to Postage and Fractional Currency" is the bible for fractional collectors. Another excellent book is Arthur and Ira Freidbergs "Paper Money of the United States". Rob Kravitz book has a number of reputable collectors as advetisers and he also publishes a newsletter as supplements to the book. Most reputable dealers of fractional will also be members of the Society of Paper Money Collectors and they advertise in the groups quartrly journal. Remember that U.S. fractional value is very condition driven and even small imperfections will be reflected in the value.
