why are 1983 p&d quarters bringing a premium? mintage seems normal

no mint sets that year. Unc bring a premium. So do the 1982s. It stinks but they are deceivingly hard to find.

They are condition rarities. Like stated before, there were no mint sets made. Circulated examples are worth only face value because they did have normal mintages. But higher mint state examples is where the premium cones in to play.
