I'm going through the massive piles of coins collected by my grandfather in the early to mid 1900s. Most are circulated US coins but there are a few foreign coins. I thought this one was interesting. Not sure of the grade, perhaps VF25?
Apparently, these countries have fallen between the cracks on NGC. NumisMaster, the Krause Publications website which NGC use the data from, put Puerto Rico and Hawaii in the "World" section. I suspect NGC is/was planning to put them in the US section, with the Territorial/Confederate coins.
