It looks like at least F15 details, may it could go VF20, but I would need better pics. As for value, it all depends on the collector. Personally, and I mean no offense, but I stay away from problem coins such as this. Others though collect examples like this, particularly the price conscious. $9 isn't a bad price as long as you know what you're buying. You will have a hard time re-selling a problem coin then a non-problem coin, even if the non-problem coin is more worn, but there is a market for coins such as this. It does make a good starter coin or to help complete a set though.
There is very limited downside given the price you paid, but I would suggest that in the future you look for problem-free coins with pristine surfaces.
