Personally I think there is quite a bit of wear on the high points of the obverse. The 7th and 8th pearls are fused. The reverse is worse than the obverse.

I think the reverse has partial weak strike otherwise I think the
wear is too uneven

Yeh the top scroll is weakly struck which is quite common. There seems to be quite uneven rims and possible some corrosion on the E in PENNY.

This coin has had a wee bit of a scrub/olive oil wash ( dark portions in the lettering)

A claim of EF might fool some people if you were trying to sell it but is probably a bit ambitious

Its not close to EF in my book. I reckon the reverse is VF and the obverse gVF.
