Looks to be a bullion(Maybe Silver) coin minted by a private mint in the United States. Not Legal Tender, and I dont see anywhere where it says silver or a fineness

Its vaguely like a Norfed Liberty dollar issue ( but I don't think it is actually a Liberty dollar)
