1999 Connecticut Quarter Error

My wife found this 1999 Connecticut Quarter in change. I'm new to
this, but it seems like an uncentered broadstrike, but the groove
near the edge on the reverse side has me puzzled. There is no reeding
on the edge, and it is out of round. Any estimate of value for such
a circulated coin would be appreciated.

This is off centered strike,there is no reeding on the edge because the collar was not in place.I don't know if it would be considered a broad strike or not.I have no idea about value. I am not well versed on errors as I focus mainly on varieties.

Not an off-center and from the last picture it looks like a partial collar or possibly a tilted partial collar strike. The collar was jammed down and missing everywhere except at around 3:00 on the reverse where it looks like part of the collar was still present above the surface of the anvil die.
