Shoooot..... I've come across 1 or 2 of these. Can't remember if I saved them or threw them back into my US bag to go back to the US when I go. I'll check today. Post it and contact SPP if I find them.

Looks like a dug coin, but isn't a nickel mostly copper anyway ?

This one looks "yellowish" and does not have the telltale chocolate-brown uniform toning that I see the the copper-rich examples. All it will cost you is a stamp, if you want me to test it with the XRF.

I doubt it's a case of a poorly mixed alloy. It's probably a case of improper annealing, which causes copper to segregate out and migrate to the surface.
Error coin writer and researcher.

Just a quick testing suggestion on these. Try your metal detector. Big difference in tone or reading on either nickel and copper etc. If nickel reading/tone then Mike D. is correct. I've found many nickels that look like this out MD'ing. All were a nickel tone/reading.
