Looks to me like it was made to pass as a dime in a vending machine. Grinding the edges actually makes it look thinner.

It cant be just the edges because its less then half the weight.

Could it have been buried in the ground at one point of its existance. It looks like its been raked by something sharp.

Acid attack - the coin has been sitting in battery acid, lemon juice, vinegar or some similar solution. Acid will reduce the weight, and at the same time leave much of the details still readable.
Acid wouldn't have caused the gouges on the other side, though.

We did it all the time as kids.Rubbed the edges on the sidewalk until the rim was gone, then bought a sode from the vending machines.Wouldn't have thought it would cause all this controversy 40 years later.  Although I think this one was acid.
