or someone put a pipe or some type of object across the coin and gave it a wack and took out some anger on it

You would have to see it in hand to determine exactly what caused the PMD, but it is PMD.

reverse on the coin although oxidzed is seeming uneffect by the flating.

Thr rim is dinged and flattened in a few places on the obverse as well. This coin has led a rough life.
