I thought the 2000W toonies could only be found in sets.

Did this guy make his own roll or do rare rolls of these exist out there?

Odd.

The W mint mark only occurr on the PL sets. I never heard of a legit roll of W coins.

"2000 toonie $2 DOLLAR CANADA ROLL BU 25 COINS UNCIRCULATED SCARCE W"

"MINT ROLL OF BU TOONIES IN ORIGINAL PACKAGING. COINS NEVER HANDLED AND ARE MINT. HAS THE "W" WINNEPEG MINT STAMP WHICH IS SCARCE. I HAVE SOLD OVER 2400 ITEMS ALL WITH POSITIVE FEEDBACK."

Seller never actually says that the roll is all W. The roll is probably just 2000 without the W. Charlton says this about it: NC, which means, "Noncirculation coins, identical in design to the circulating issue, but sold in sets or special packaging by the Royal Canadian Mint.`` So either the roll should have a special packaging or it's a fake. At the same time it`s hard to decipher whether the seller is selling 25 coins or 26 coins or even just 1 coin. This seller doesn`t use complete sentences, kind of like the news media tickers, so it`s easy to misinterpret.

The 2000W Toonies were not issued in mint rolls. I have a roll of 2000W Toonies that I purchased from CA and the roll was made from Toonies removed from PL sets. I also put together a roll of 2000W coins of other denominations, once again they all came from PL sets. I put the rolls together myself.

I think that if a listing misspells Winnipeg and call a mintmark a mint stamp then the seller really doesn't know what they have or really doesn't care. I'm 99.9% sure it's an outright lie because the year is on the same side as the mintmark so you can't be ignorant about it.

My thoughts exactly, Libertad! This sounds like the classic case of "if it sounds too good to be true, then it probably is."
