Graded Proof Roosevelt Question

On a whim, I decided to purchase a 1993S PR69DCAM. I bought it because I have been thinking of starting some sort of graded proof Roosevelt collection. It seems that on Numismedia there is a distinct increase in value between a 69 and 70 rated coins. It's roughly a doubling in value for a clad and a tripling for a silver coin.

Where these price breaks are would they be considered a low ball coin collection, or is that term used in another connotation and definition?

Low ball would refer to the lowest possible grade. PO1 is the holy grail for low balls. NIFC coins are really hard to find for lowball sets since they never get used and can carry premiums themselves even though its the worst shape possible
