Are smudges in the seriel number common? I was grabbing some cash to pay for my water at the store and noticed so I separated. Don't think I remember seeing something like this. here's a picture attached, it's the 9 in the bottom left seriel number, what do you guys and gals think? Thanks.
smudges are not uncommon. The serial numbers can also be smudged when the note is wet. If the note was in Crisp Uncirculated condition such that it was obviously done by the BEP, you might get a slight premium from the right person, but under normal circumstances, especially given the note's condition, this note doesn't have a premium.
