It looks like PMD to me, the Rim appears to still be on the "Flattened" side

Having the coin in hand, I can say for sure that the rim is completely gone on the reverse from the S in CENTS past to half way between where the leaf is closest to the rim and the 8 in 1928. The obverse loses has no rim between O and the second G in GEORGIVS.

The coin also weighs 4.4 grams vs. 4.5 grams on a scale (sorry I can't go to the centigram). So it hasn't been flattened. Essentially, I'm unsure if it's a clip, or if someone cut/ground it down.

It's PMD for sure. Both ends of the "clip" are all wrong for a genuine clip. The raised rim area at each end should show a slight fading away where the clip starts. Your coin has the raised rim area as being sharp at the clip points. Kind of hard to explain. Also, the coin's design doesn't show the typical effects of metal flow into the clip area. In this case, weight is irrelevant whether by being a clip or by having the rim removed outside of the mint.

Zonad - There doesn't appear to be Blakesley Effect. I'll take a shot if you think it's worthwhile, but the consensus seems to be PMD!

The rims don't quite dovetail right for me to be convinced it is genuine...

I see nothing from the pictures shown that suggest this is an elliptical clip. No Blakesley, no flow lines, rim areas at clip are wrong and it appears the field is slighly raised along clip line evidencing that metal was pushed upward from planchet at time coin was damaged.

If it is not legit, it fools me quite well.

I've seen incomplete clips - no Blakesley, no rim deviation, no odd flow at the edges. If one of these incomplete clips is severed from the rest of the coin, the result is something similar as the coin in question.

The area of the rim behind the "F" is what makes me think this is the real thing.

ty.....not sure what you see behind the "F" but if that is what you are "hanging your hat on", seems pretty weak as compared to what it doesn't have.
