Are you refering to the lower bud? If so, I have seen many coins with different sized buds, some just a little dimple, barely noticeable. I thought it was common.

Yes, you see this on the 1973, as well as the '74. I find them often enough, so as steve says, I think they're fairly common. Nice eye for spotting it, though!

I went trough an entire Brinks roll recently of '74's and noticed the same thing with the lower bud. Some were full buds and some were just little dimples. The only nice things I found in the roll were two dies that were rotated.
