it must be plated, thus worth $0.01, but is cool as a novelty item.

Compare the size of it to that of a dime. I don't think it is though because if it were then there would be less of the rim because of the size difference between the dime and cent. And try to see if it will stick to a magnet.

Likely plated.

Need to post the diameter, weight, and thickness.
If possible post it side by side with a copper penny.

Google "Zinc plating a penny."

It is not struck on a dime planchet, you would see obvious weakness from being struck on a planchet that is smaller than a cent. It is encased in an old broken bezel so unless you remove it, any weight measurement will be inaccurate. I would concur with it being plated post-mint.

Depending on how long ago it was plated
it could be plated in mercury. Most likely zinc though.
Either way keep it out of your mouth.
