I just picked this up and had some questions. Obviously, we know what it's for but was it attached to a ribbon and pin bar like a medal? Who made them and are they silver? It has no makers marks and no hallmarks. It weighs 12 grams and has a 1 1/4 inch diameter. It has a silver ring when dropped onto a table. Any help would be appreciated. Maybe philadelphian has some ideas?

After further observation, I believe she's silver plated. I can see a few wear spots revealing the brass base.
