Can a sender (buyer) of paypal later revoke the payment?
I have someone who wants to send paypal, but it seems kinda sketchy.

Tyically, no they cannot. They might file a claim that they did not receive the item and if you do not respond to Paypal within a certain timeframe (can't remember how many days), then Paypal will transfer it back to the buyer. If you do respond to Paypal with an explaination, you keep your money. Keep in mind the fees and exchange rates, depending on what you are selling. Overall, it's a good system.

If you are really concerned make sure there is tracking on the package or just don't sell to them.

if theres no tracking on the item, the buyer can claim that they did'nt receive the item and get full reimbursement from paypal. They have 45 days from purchase to file a claim. No tracking, no protection for seller. This has been my personal experience anyways

I'm pretty sure that this only applies to items purchased on ebay. By the sound of it, the OP is selling outside of ebay.

That's right this nothing to do with ebay. PayPal protects the buyer as long as they're sent an invoice.

If it is not through ebay.. Get them to send it as a Gift, that way they can't come back and file a claim...because it was a Gift..
