I would say someone put the sticker on for what it was worth back then? Like maybe some shop was selling it or something.

I would go with the idea of a prize or bonus. A sales promotion like todays advertising flyers where you rub off a spot to reveal what your prize, bonus, interest rate etc etc etc is going to be. only in this case you probably pulled a random silver dollar off the table and on the back it told you your prize.
