I am trying to figure out what someone has done to this quarter eagle. the front does not have the same finish. is it polished, whizzed, normal? I dont think so

Do you have picture of the obverse? I think the reverse is polished. It may have been a jewelry piece.

Agreed. You can see the ring around the coin where the bezel contacted it.
