Could someone tell me what's keeping it from being XF? I'm guessing the nics and dings, but was unsure since the horn, hair ribbon and cheek seem pretty solid.

I guess EF-40 but, I am Canadian so, I do not have much experience with US coins.

VF30 I don't think there is enough fullness to the horn or ribbon to warrant an EF grade.

It's XF-40. It's just a pretty flat strike, which can be common on most buffalos, this being one of them.

I agree w/ hesgut. Based on ANA grading guideline and ANACS grade of a couple of my coins, this is an EF40.
